Apex Bank ready to implement more people friendly schemes
ITANAGAR, Feb 8: After the decision of the Government to give more benefits to the people of Arunachal Pradesh through its institutes, the Apex Bank, one of its institutes is once again ready to implement schemes that will ease many of the woes of the Arunchalees.
The state owned Apex Bank is now authorized by the Government of Arunachal Pradesh to issue Call Deposit, EMD, Bank guarantee receipts to contractor undertaking contract works in the state. The 34 branches across the state will be its windows to get the services.

Dirang set for Regional Research Station
ITANAGAR, Feb 8: The site selection team for establishment of Regional Research Station of CITH (Central Station of Temperate Horticulture) at Dirang, West Kameng district called on minister for agriculture, horticulture, AH & Veterinary Chowna Mein to appraise him about the progress. The minister along with the Parliamentary Secretary Horticulture Mutchi Mithi, Secretary Horticulture and other senior officers of the Department of Horticulture discussed at length with the visiting high level team from ICAR, GoI regarding early establishment of the research station and road map for development of temperate crops in other potential districts. He assured full cooperation from the state government for early establishment of the station which is expected to boost up temperate crop production in the state.
Earlier, the site selection team comprising Prof. Najir Ahmed, Director of CITH, ICAR Srinagar and Dr. Manish Das, Principal Scientist, Krishi Anusandhan, New Delhi accompanied by Egam Basar, Mission Director, APHRDM visited various locations in Dirang. They identified most suitable location for establishment of the station and also held meetings with local MLA and farmers of Dirang. The site selection team appreciated enthusiasm of the local people for horticulture development and proactive steps taken by the state government in developing horticulture sector, especially temperate crops in the state.
BJP refutes Gadi statement
Itanagar, Feb 8: The Bharatiya Janata Party, Arunachal Pradesh has strongly refuted statement of the state PWD Minister, Gojen Gadi castigating the BJP Government the centre, on the implementation of PM Jan Dhan Yojana (PMJDY).
BJP said that Congress govt in Arunachal was responsible for not so impressive implementation of PMJDY in the state.
The State BJP President, Tai Tagak terming the statements unfortunate said that the Congress leaders should refrain from discouraging the implementation of poor centric flagship Mission on Financial Inclusion.
Meanwhile, the party said that implementation of CM’s Universal Health Insurance Scheme in the state is far from perfect.
Koloriang MLA inspects ALG
KOLORIANG, Feb 8: Koloriang MLA Pani Taram has carried out site inspection identified for Advance Landing Ground at Koloriang today. The proposed site is located at 1400 mtrs above the sea level and locally known as Shalla Pobe which is one and half hour foot track from Koloriang in Kurung Kumey district. Expressing happiness over the Central Govt approval for ALG, the local MLA said that people of his constituency will cooperate for early materialization of the project. NYA appeals for releasing arrested women
ITANAGAR, Feb 8: Nido Youth Association (NYA) has appealed to the Lakhimpur district administration, Assam to release the two innocent women of Arunachal Pradesh, who were arrested from Dollungmukh circle without any valid reason and are lodged in Lakhimpur jail for the last many days.
Describing the arrest a slap on the face of Government of Arunachal Pradesh, NYA in a release said that the boundary dispute of the two states has nothing to do with the jhum farmers. Since the women were working inside the territory of Arunachal Pradesh, the Assam Forest authorities have no right to implicate them in any forest Act, it said.
“Such harsh treatment of Assam Forest and police personnel on innocent Arunachalee deserves condemnation from all quarters,” it added.
Fire victims provided immediate relief
ITANAGAR, Feb 8: Chief Minister Nabam Tuki, various other organizations and individuals, including Tebw Employees Forum (TEF), Papum Pare District Students’ Union, Nyishi Baptist Church Council (NBCC), Sagalee Town Baptist Church have provided immediate relief materials such as clothes, utensils, cash, etc. to the victims of recent fire incident at Deb Village.
Fire gutted 12 houses of the village on February 4 last destroying all belongings of the victims.

Elephant calves rescued, four poachers arrested
PASIGHAT, Feb 8: A well-
Two baby elephants captured from Siluk area under Mebo subdivision of East Siang District along with two trainer elephants were found in the custody of the poachers. The arrests were the result of a month long investigation and the accused have accepted their involvement before the investing team, informed the Pasighat DFO (T) Tabang Jamoh in an official release today.

in deep forest and finally sell them to the interested customers. After the successful

Six arrested for Wildlife Act violations as DC acts tough

Daporijo, Feb 8: Six people have been arrested in Lower Subansiri for alleged violation of Wild Life Act, 1972.
Deputy Commissioner, Komkar Dulom along with Police Personnel nabbed sellers of wild meat from Gandhi Market Daporijo. Subsequently, he gave a written complaint at police station Daporijo against the illegal wild life meat sellers and poachers.
A man and three women were caught selling wildlife in the open market. Later they were detained and charged under Wildlife Protection Act 1972.
Two poachers were also arrested from Nima village, who were reportedly found hunting in the area. Two guns have been seized from their possession.
Killing and selling of wildlife in Daporijo is very common and a regular practice since many years. However, things are set to change with the decision of the Deputy Commissioner Komkar Dulom deciding to initiate stern action against illegal selling of wildlife meat and poaching.
Dulom has cautioned people not to sell or kill wild animal in the area as wild animals are diminishing at a fast rate.
Further, he said that if anyone is person found selling or killing wildlife, they will be severely punished under the Wildlife Protection Act 1972.
Kra Daadi becomes the youngest district of Arunachal
PALIN, Feb 8: With a view to bring administration to people’s doorstep, Arunachal Pradesh yesterday officially created Kra Daadi, the 19th district of the state bifurcating Kurung Kumey district.
The district bordering the Tibet region of China has two assembly constituencies namely Tali and Palin covering seven circle headquarters including Pipsorang, Tali, Palin, Yangte, Chambang, Gangte and Tarak Langdi.
Jamin, a picturesque virgin place situated around 20 kilometers from Palin, would be the headquarters of the new district.

Capital witness Reh, Tamladu celebrations
JOLLANG, Feb 8: The joint celebration of Reh and Tamladu festivals of Mishmi community got underway here at Mishmi Cultural Heritage Centre (MCHC) marking third year of joint celebration at Capital Complex yesterday.
The first joint celebration started in 2013 under the initiative of Itanagar based Mishmi Welfare Society (MWS) – apex body of Mishmis in Itanagar. The objective of the joint celebration according to Reh Tamladu Celebration Committee (RTCC) 2015 Chairman Lupalum Kri is to bring all Mishmi tribes on a common platform.
“Through this common platform, we expect feeling of brotherhood to grow among Mishmi people and a strong bond to prevail among us,” he said.
Participating in the joint celebration as the Chief Guest, PWD Parliamentary Secretary Alo Libang appreciated the concept of joint celebration. “In our Adi community too, though Solung is celebrated on different dates in the villages, it is commonly celebrated by the community in September every year,” he said.
Exalting the commonality in rituals and practices involved in celebrating the festivals, Libang said, “We all tribes have common origin but with time have migrated to different places and have named our festivals differently.”
During the celebration, cultural troupes from Rajiv Gandhi University performed various cultural dances – priest dance of Kaman/Tawrah, Igu dance of Idu and modern dances. Also various distinguished personalities from Mishmi community and those related to the community matrimonially were felicitated during the celebration. The festival committee felicitated Dishi Mihu Mallo, retired Director, ICDS, Radhilu Chai, women activist, Matheim Linggi, member, Information Commission, Jathi Pulu, ex member, APPSC, Nalo Keche, retired DIPRO, Indra Mallo, Secretary, Health and Family Welfare and Lijum Ete, Circle Officer, Dollungmukh.
Addressing the festival gathering, RTCC patron Kalikho Pul, MLA, Hawai said the unity among the Mishmi cannot be brought only by festivals, but it has to be by commitment. “Celebration of festivals will come and go, but the spirit of unity and efforts must be carried forward,” he said.
Pul recalled the ancient migratory routes of the Mishmi and narrated how different clans originated. He said the ‘unification’ in the context of Mishmi unity is wrong because Mishmis were never different people, and they are from single community.
Celebrating the year 2015 as Mishmi’s year, Horticulture Parliamentary Secretary Mutchu Mithi said it is a proud moment for the community to have NCC girl’s pipe band of Govt Secondary School, Tezu taking part at the Republic Day celebrations as well as showcasing of Igu dance tableau and Rumoh Meto awarded for bravery.
He also informed that the ‘Mishmi traditional Hut’ would be the main display of this year’s statehood day celebration and thanked the Chief Minister for the opportunity to showcase the tribe’s rich culture to the visiting dignitaries.
First ever zonal level referee seminar cum judges examination
ITANAGAR, Feb 8: The first ever North East Zone Referee and Judges Seminar cum Judges examination was conducted by Bhaskar Sinouvassane, Referee Commission Chairman, Karate Association of India (KAI) at Arunachal Karate Do Association (AKA) headquarters at Naharlagun on February 7 and 8.
A total of 34 examinees are declared to have qualified as National Karate Judges after two days’ theory and practical examinations.
This is the first time KAI has conducted such referee and judges seminar cum examination at zonal level, said Bhaskar, a Class “A” Karate Referee of Asia and World Karate Federation.
Bhaskar, who also holds several posts, including Commonwealth Karate Federation Referee Commission, Asia Karate Federation Referee Commission (Supplement), South Asia Referee Commission Chairman, UAE Karate Federation Referee Commission, said this seminar cum examination was a part of KAI’s ‘Mission Olympic’ movement as karate is likely to be included in 2020 Olympics.
He also highly praised the enthusiasm shown by the judges of the state and their thirst for learning.
Arunachal Karate Do Association President Likha Tara has expressed gratitude to KAI president Sensei R. Thiagarajan and general secretary Shihan Bahrat Sharma for sending Sinouvassane to conduct the zonal level referee seminar and judges examination at Arunachal Pradesh.

Strong tough against UG elements
Just when it looked like lasting peace will prevail in troubled Tirap, Changlang
and Longding districts, an IED blast at Manmao circle under Changlang district on
Friday have rocked the region. One Assam rifle jawan and two porters, who were accompanying
the AR patrolling party, have been killed. The incident allegedly occurred when a
team of 14 Assam Rifles along with 2 local porters were on a routine patrolling of

No underground elements have taken responsibility of the incident till now. However several militant outfits including NDFB (Songbijit), NSCN (IM), NSCN (K), Manipur's Peoples Liberation Army (PLA) and United National Liberation Front (UNLF) are active in Changlang district which shares international boundary with Myanmar on its east. The incident once again exposes the danger posed by these groups. The ministry of home affairs will have to work closely with Arunachal government to neutralize the underground groups, so that permanent peace prevails in Tirap, Changlang and Longding. Unless government strongly tackles UG elements, the talk of development does not make any sense.

Prepaid metering system

Many electric distribution utilities are now considering using prepaid meters to have better and more efficient revenue collections. With the technology now gaining acceptance, the market for the prepaid meters are likely to take off in a big way in the coming times. As state regulators such those in West Bengal, Punjab and Himachal Pradesh take keen interest in introducing prepaid metering system on a large scale, the technology is becoming more popular in the state utilities too along with the private ones.
Recovering electricity dues remain one of the major challenges in the power sector. As such, the Department of Power (Electrical) faces serious problems in recovering electricity bills. This is the reason why the Government of Arunachal Pradesh has been showing keen interest in the installation of prepaid meters.
The Capital Electrical Division is implementing the prepaid metering system to make the system easier, simpler and more reliable for consumers to monitor and manage their electricity expenditure and consumption; thereby improving revenue collection; enhancing efficient load management, thereby reducing the risk of unexpected power cuts and the inconvenience this causes to consumers.
Prepaid meter is like any other conventional meter with additional feature of computing bill amount, accepting money credits and ensuring money credits to be more than the bill amount. In case the bill amount exceeds the money credit, it disconnects the supply after giving warning to the consumer. A conventional prepaid meter would have a display unit, credit token vending machine, token transfer system, internal software for capability to compute billing amount.

Whilst the concepts of prepaid electricity and smart metering are new to the consumers of the Capital City and Arunachal Pradesh as a whole, the installation of new smart prepaid meters will be undertaken on a gradual and phase manner, with options for prepaid meters and postpaid meters open to the consumers.

Since, education, especially higher education is the principal institution for the development of manpower in a society, I would recommend that renowned economists, technocrats and social workers who may be professors or equivalent to level, who are experts regarding the educational needs of Arunachal in particular should be the members of the said committee.
I would also suggest him to include at least four such experts instead of one member.
I would also suggest the select committee members to examine the Global University

Industrialization, manufacturing, business and research should be emphasized. University education system of small but economically powerful nations like Japan, Taiwan, Israel and other European countries should be studied by all the members of the committee in depth so as to develop the human resource of AP to make AP a developed state in India and Abroad.

Fare versus fuel
Dear Editor,
This is to bring to your kind notice the fact towards the unprecedented price hike in the capital complex and in our state as a whole. In the last couple of months the petrol and diesel prices have been slashed 10th straight times, but the fare of every means of transportation have remained unchanged. The worst sufferers are students and people with meagre salaries who find it difficult to find a way out. It seems there is no system to check the unusual price rise.
Whenever the price of petrol shoots up, these transporters take no time in increasing the fare but on the contrary when price goes down, the fare remains unchanged. Many have already written about this but it seems they don’t care about the common man. May be this letter also will go in vain.
I’m writing this letter to request the concerned authorities to check why the fares have remained unchanged despite drop in fuel prices.
